Bylaws

This document describes the Bylaws governing the Workshop on Synchronization in Telecommunication Systems (WSTS).

Background

This industry-neutral technology workshop has occurred annually since 1992. While the original focus was traditional wire-line telecommunication synchronization (sync) requirements in North America, the Workshop has grown in step with the expanding communications industry. The design of the meeting is to focus on current issues and provide a forum for discussion of new developments among experts in telecom sync. Hence, this meeting is a Workshop. In addition the Workshop will include some tutorial-level sync instruction for beginners in the field.

Governance Structure

The WSTS is managed by a Steering Committee, led by a General Chair Person and a Technical Program Chair Person. The General Chair is generally a NIST or ATIS staff member and provides industry-neutral auspices. The General Chair works to organize the general structure of the meeting, and provides liaison among the Technical Program Chair, the Steering Committee, the organization running the Workshop (such as the NIST Conference Office), the attendees, and any exhibitors or sponsors. The Technical Program Chair develops the agenda for the meeting with the support of the General Chair and the Steering Committee.

The Steering Committee sets the strategic priorities for the event and defines the main topics upon which to focus each year. In addition, the Steering Committee members chair sessions at the Workshop, and assist coordination with speakers in their respective sessions. The Steering Committee is composed of synchronization experts representing a cross section of users, manufacturers and professionals associated with telecommunication network synchronization.

Membership of the Steering Committee is open to any individual who can demonstrate knowledge of and a contribution to the need and understanding for sync in telecom networks. Members may be elected onto the Steering Committee by being proposed and seconded by existing members and having gained the support of at least 75% of members.

The Steering Committee meets as often as necessary to set the goals and objectives and create the detailed speaker schedule for the next annual event. Most work is done using e-mail and the Internet, supported by teleconferencing. There is at least one face-to-face meeting, which occurs during the annual meeting. A duty of the Steering Committee is to decide the date and the venue for the next annual event.

The WSTS has a mutual recognition understanding with the annual International Telecommunication Synchronisation Forum, which also contributes an occasional member onto the steering committee.


Future Changes to the Governance Arrangements

The Bylaws of the WSTS are defined by this document. Any change to this document, and therefore to the Bylaws, requires the approval of at least 75% of the Steering Committee.
